The installed capacity has increased by over 40% in half a year, and more than regions are stepping up the construction of new energy storage facilities

Caixin News Agency, August 23rd (Reporter Guo Songqiao) Recently, new energy storage projects have been completed and put into operation in many places, and provincial governments have also issued policy documents and guidelines.According to the Action Plan for Accelerating the Construction of a New Power System (2024-2027) jointly issued by the National Development and Reform Commission, the National Energy Administration, and the National Data Administration, it is necessary to coordinate with relevant competent departments to actively develop and revise local standards in the field of new energy storage, research and formulate industry standards related to new energy storage, and promote the high-quality development of new energy storage around the main links of research and development innovation, testing and acceptance, and testing and certification management. The Action Plan proposes to build a batch of shared energy storage power stations. On the basis of making good use of conventional regulation measures, focus on optimizing the regulation capability of new energy storage systems. In response to the rapid development of new energy and the increasing demand for system regulation in some regions in the short term, a scientific analysis of regulation capacity needs will be carried out. On the premise of ensuring safety, a number of shared energy storage power stations will be laid out, and the call and market-oriented operation mechanisms will be synchronously improved to enhance the power supply guarantee and new energy consumption capacity at the system level.Caixin News Agency reporters have noticed that recently, new energy storage projects have been built and put into operation in many places. For example, the Jiangsu Binhai 200MW/400MWh energy storage power station project was successfully completed and connected to the grid at the end of July. As one of the first energy storage projects included in the Jiangsu provincial power grid, this project is a landmark project for the development of new energy storage in the coastal areas of Jiangsu Province,The largest single shared energy storage power station in China, Huadian Qinghai Haixi Prefecture Togruoge Shared Energy Storage Power Station, is fully connected to the grid. The power station adopts outdoor prefabricated cabin type lithium iron phosphate battery energy storage system and zinc bromine liquid flow battery energy storage system. It is currently the largest electrochemical energy storage project put into operation in China, and also the largest intelligent shared energy storage power station built and put into operation in high-altitude and high-altitude areas.According to data from the National Energy Administration, as of the first half of this year, the cumulative installed capacity of new energy storage projects that have been completed and put into operation nationwide has reached 44.44 million kilowatts/99.06 million kilowatt hours, an increase of over 40% compared to the end of 2023.At the same time, local governments are accelerating the layout of new energy storage industries. For example, the Shandong Provincial Energy Bureau recently issued the "Guiding Opinions on Accelerating the High Quality Development of New Energy Storage Industry", which clarifies that by 2025, the operating income of Shandong's new energy storage industry will reach 250 billion yuan; By 2030, the industrial scale will further expand and the competitiveness will reach the national leading level.Inner Mongolia has proposed to promote the coordinated development of the energy storage industry chain upstream and downstream. Based on the approved new energy storage projects, 10 million kilowatts of new energy storage will be started in 2024, with 6.5 million kilowatts/29 million kilowatt hours completed and put into operation. In 2025, another 11 million kilowatts of new energy storage installed capacity will be started, with 14.5 million kilowatts/65 million kilowatt hours completed and put into operation. For this purpose, Inner Mongolia has deployed three key tasks. On August 22, the Anhui Provincial Department of Industry and Information Technology (Provincial Photovoltaic and Energy Storage Office) and five other departments jointly issued the "Action Plan for Enhancing the Innovation Capacity of Advanced Photovoltaic and New Energy Storage Industries in Anhui Province (2024-2027)". By 2027, the innovation subject status of various enterprises will be further consolidated, and more than 10 national level innovation platforms will be created, more than 200 provincial-level and above innovation platforms will be recognized, and more than 300 high-tech enterprises will be cultivated. Large scale manufacturing enterprises will achieve full coverage of innovation platforms (research and development centers), and the proportion of R&D funds in the entire industry will increase to more than 2.5% of operating income, basically forming an advanced photovoltaic and new energy storage industry innovation system with enterprises as the main body and efficient collaboration and deep integration of industry, academia and research.According to the "Energy Storage Industry Research White Paper 2024" released by the Zhongguancun Energy Storage Industry Technology Alliance, it is predicted that in the last two years of the 14th Five Year Plan, the newly added energy storage capacity will continue to grow rapidly, exceeding the current planning goals of each province; The 15th Five Year Plan presents a steady growth trend. In a conservative scenario, it is expected that the cumulative installed capacity of new energy storage will reach 168.7 GW by 2028, with a compound annual growth rate (CAGR) of 37.4% from 2024 to 2028; It is expected that the cumulative installed capacity of new energy storage will reach 221.2 GW by 2030, with a compound annual growth rate (CAGR) of 30.4% from 2024 to 2030, and an average annual increase in installed capacity of 26.6 GW.Yuan Shuai, Deputy Secretary General of Zhongguancun Internet of Things Industry Alliance, told Caixin News Agency that the rapid development of the global clean energy market has provided a vast market space for the energy storage industry. With the increasing investment in clean energy by various countries and the continuous advancement of clean energy technology, the demand for energy storage will continue to grow. Secondly, the application fields of energy storage technology are constantly expanding, providing more opportunities for industrial development. In addition to the traditional power system field, energy storage technology can also be applied to fields such as electric vehicles. In addition, with the continuous breakthroughs and cost reductions in energy storage technology, the economy and reliability of energy storage systems will be further improved.
